Press Release | NASCLA’s 1st Mission Initiative

St. Thomas, USVI - We are pleased to announce that the NASCLA Annual Strategic Planning Meeting was a huge success! The NASCLA Executive Committee, Committee Chairs and Staff met in St. Thomas, USVI during the week of December 2, 2019. The intention of this assembly was to conduct the NASCLA Annual Strategic Planning Meeting, meet with the Virgin Islands Board of General Construction Contractors Department of Licensing and Consumer Affairs (DCLA), and partner with Community Action Now (C.A.N.) to conduct a mission to revitalize the Romeo Malone Community Center. The idea for this unique opportunity originated during the NASCLA 2019 Annual Conference in Baltimore, Maryland, when NASCLA members and staff had the chance to engage with Richard T. Evangelista, Esq., Commissioner and Miguel M. Tricoche, Director of Consumer Affairs with the Virgin Island Department of Licensing and Consumer Affairs. During this time, they extended a personal invite for NASCLA to visit and meet with their department officials. They also expressed an interest in exploring ways in which to collaborate and partner together on future programs and events, such as the NASCLA 2-Day Investigator Training Program.

During the NASCLA Strategic Planning Meeting there was an extensive financial summary review and budget update. Committee Chairs provided updates regarding their individual strategic action plans. There were several business matters that were discussed, such as the NASCLA Strategic Planning Workshop refresh, registration fees for the annual conference and pre-conference training programs analysis, the annual community outreach project, new sponsorship program, membership outreach and marketing plan strategies, and publication updates. Additional information will be shared during the NASCLA Board of Directors Mid-Year Meeting scheduled for March 18 – 20, 2020 in Phoenix, Arizona.

On day two
, the NASCLA attendees met with the Virgin Islands Board of General Construction Contractors Department of Licensing and Consumer Affairs (DCLA) at their local office in St. Thomas. In attendance was K’wanda Daniels, Special Assistant to the Commissioner; Nathalie Hodge, Assistant Commissioner; Richard T. Evangelista Esq., Commissioner; Miguel M. Tricoche, Director of Consumer Affairs; and several other department officials and attorneys. The Virgin Island attendees were all well equipped with a series of questions regarding model legislation, training programs, examinations, board of directors’ structures, and licensing databases. The benefits of being a NASCLA Member were evident through the attendees’ collaboration on best practices, member resources, and sharing of individual state information. A direct request was made for NASCLA to conduct a General Contractors Conference in the Virgin Islands to address co-mingling of funds avoidance, rick management, and regulatory and business law. On day three, NASCLA partnered with Iffat Walker, Executive Director of Community Action Now (C.A.N.), in a mission initiative to revitalize the Romeo Malone Community Center. The center offers C.A.N. Academy’s Workforce Development training for at-risk youth, senior and family engagement training, and outreach programs and activities. The community center had previously been devastated by the 2017 hurricanes and storms. The damages not only delayed the start of these programs, but also the overall progress in Savan. In addition to funding the center’s renovation, NASCLA were hands on in executing the project as well.

Renovations included cistern repairs, fencing, landscaping, indoor and outdoor painting, electrical work, laying a gravel parking lot, and refurbishing a damaged room. We are delighted to announce that the center will be back open and fully functioning by January 1, 2020. In the future, the DCLA is interested in conducting the NASCLA 2-Day Investigator Training Program in St. Thomas, and possibly St. Croix, along with additional educational trainings.
