PHOENIX, AZ – November 17, 2022 The National Association of State Contractors Licensing Agencies (NASCLA) Accredited Examination Programs Committee and NASCLA Staff worked diligently for the last two years with the New Mexico Construction Industries Division on gaining acceptance of the NASCLA Accredited Examination Programs for both Commercial General Building and Electrical Contractors. As of November 16, 2022, we are pleased to announce the New Mexico Construction Industries Division Board has approved accepting these exams which are scheduled to take effect on January 13, 2023.
The NASCLA Accredited Examination Programs were developed to improve the overall quality and validity of trade licensing examinations, for commercial general building and electrical contractors. New Mexico will join 12 other NASCLA state members who are dedicated to providing contractor mobility. Allowing contractors the opportunity to cross state borders without having to take multiple trade examinations saves time and money. It also offers a shared standard for examinations while still maintaining state sovereignty for its agency’s licensing requirements. For more information on the association or the NASCLA Accredited Examination Programs, please contact the NASCLA office at (623) 587-9354 or visit www.nascla.org.

THE OPERATION INCLUDED 12 STATE MEMBERS ACROSS THE COUNTRY, TARGETING UNLICENSED CONTRACTORS PHOENIX, AZ – JUNE 30, 2022 The National Association of State Contractors Licensing Agencies (NASCLA) synchronized a national coordinated enforcement effort during the weeks of June 6 – 24, 2022. There were 12 NASCLA State Members who took part in this event across the country including: Arizona, California, Connecticut, District of Columbia, Florida, Mississippi, Nevada, North Carolina (2), Oregon, Texas, and Utah. Click here to view the full report. The national coordinated enforcement effort focused on elevating the regulatory agency’s presence in the community and nationally. The goal of our state members was to come together in a united partnership to promote both consumer and public protection through the licensing and/or registration of contractors and tradespeople. The enforcement effort involved state public information departments, investigative departments, executive directors/officers and the public media. This nationally coordinated collaboration among our state members provided the opportunity to protect the consumers, deter illegal construction activity and level the playing field for legitimate contractors in the construction industry. Along with combating the increased illegal unlicensed activity nationally, the intention was to warn consumers that they need to be aware of these activities for regulatory compliance. Based on joint coordinated enforcement efforts during the weeks of June 6 – 24, 2022, NASCLA State Members reported a total of 775 cases that were non-compliant with state licensing requirements. Administrative citations, criminal notices, legal actions, additional investigations, and more have been issued by the state contractor licensing agencies.
“This year’s National Coordinated Enforcement Effort took place during the weeks of June 6 – 24, 2022 and had 12 state members participate. This program continues to grow as NASCLA, and its state members, are committed to tackling illegal construction practices across the country, so the playing field is leveled for all professionally licensed contractors who follow state laws, rules, and regulations. NASCLA would like to express gratitude to all the state members for their continued partnership and national enforcement efforts to safeguard the public and prevent unlicensed activity,” stated Angie Whitaker, CAE, NASCLA Executive Director.

To our valued members,
We at NASCLA, like so many of our members, continue to navigate the ever changing COVID-19 pandemic. We want to ensure you that we continue to monitor the situation and our focus remains on the health and welfare of our employees, members and stakeholders. Our thoughts are with those impacted by the coronavirus including the health care professionals, first responders and related officials on the front lines of this evolving situation.
NASCLA is committed to supporting the health and safety of our team and members through this turbulent time while still providing superior customer service. We have implemented measures to help prevent the spread of COVID-19 which currently have a limited impact on how we conduct our essential business operations. Here are the following steps that have been employed:
- Limiting in-office employee work schedules – We have worked closely with our NASCLA Staff to develop remote schedules which promote physical distancing while continuing to provide exceptional customer service with NASCLA Publications.
- Ongoing monitoring – We are closely monitoring updates from government and regulatory bodies that impact our members and employees and are prepared to respond accordingly.
- Reduction of foot traffic in office – The NASCLA office has predesignated areas for dropping off and picking up all ingoing and outgoing mail.
- Suspension of all business travel – NASCLA has suspended all business travel at this time.
- Utilizing phone and video conferences for all NASCLA meetings – While we value in person interaction and communication with our members, NASCLA Executive Committee Members, NASCLA Board of Directors and vendors, all of our meetings will be conducted via phone and/or video conference at this time.
We will be doing everything practical to continue to serve you with the same quality service and responsiveness you count on from NASCLA. We understand this is a moment of uncertainty for many organizations and individuals and we will be here to support you and your state agency and/or business.
At this time, the NASCLA 2020 Annual Conference scheduled for August 30 – September 3, 2020 has NOT been rescheduled or cancelled. We will continue to closely monitor news and reports of COVID -19 and announce if any changes to the conference are necessary. We have decided to delay the opening of conference registration until further notice.
In conjunction with providing updates regarding NASCLA we will share pertinent news and updates as it relates to our business members and partners. Today, we received notification that PSI Services, LLC has made the difficult decision to temporarily close their owned and operated physical test centers in the United States starting at the end of day, March 19th until April 13th. This will of course affect the individual state agencies but does also affect the administration of the NASCLA Accredited Examination Program. For more information about the coronavirus (COVID-19) disease and prevention, we suggest you go to the CDC (Centers for Disease Control and Prevention) for the most reliable and up-to-date information please click on this link: https://www.cdc.gov/coronavirus/2019-ncov/about/index.html.
Please take care of yourself, your families and your loved ones!

St. Thomas, USVI - We are pleased to announce that the NASCLA Annual Strategic Planning Meeting was a huge success! The NASCLA Executive Committee, Committee Chairs and Staff met in St. Thomas, USVI during the week of December 2, 2019. The intention of this assembly was to conduct the NASCLA Annual Strategic Planning Meeting, meet with the Virgin Islands Board of General Construction Contractors Department of Licensing and Consumer Affairs (DCLA), and partner with Community Action Now (C.A.N.) to conduct a mission to revitalize the Romeo Malone Community Center. The idea for this unique opportunity originated during the NASCLA 2019 Annual Conference in Baltimore, Maryland, when NASCLA members and staff had the chance to engage with Richard T. Evangelista, Esq., Commissioner and Miguel M. Tricoche, Director of Consumer Affairs with the Virgin Island Department of Licensing and Consumer Affairs. During this time, they extended a personal invite for NASCLA to visit and meet with their department officials. They also expressed an interest in exploring ways in which to collaborate and partner together on future programs and events, such as the NASCLA 2-Day Investigator Training Program.
During the NASCLA Strategic Planning Meeting there was an extensive financial summary review and budget update. Committee Chairs provided updates regarding their individual strategic action plans. There were several business matters that were discussed, such as the NASCLA Strategic Planning Workshop refresh, registration fees for the annual conference and pre-conference training programs analysis, the annual community outreach project, new sponsorship program, membership outreach and marketing plan strategies, and publication updates. Additional information will be shared during the NASCLA Board of Directors Mid-Year Meeting scheduled for March 18 – 20, 2020 in Phoenix, Arizona .
On day two, the NASCLA attendees met with the Virgin Islands Board of General Construction Contractors Department of Licensing and Consumer Affairs (DCLA) at their local office in St. Thomas.
In attendance was K’wanda Daniels, Special Assistant to the Commissioner; Nathalie Hodge, Assistant Commissioner; Richard T. Evangelista Esq., Commissioner; Miguel M. Tricoche, Director
of Consumer Affairs; and several other department officials and attorneys. The Virgin Island attendees were all well equipped with a series of questions regarding model legislation,
training programs, examinations, board of directors’ structures, and licensing databases. The benefits of being a NASCLA Member were evident through the attendees’ collaboration on
best practices, member resources, and sharing of individual state information. A direct request was made for NASCLA to conduct a General Contractors Conference in the Virgin Islands
to address co-mingling of funds avoidance, risk management, and regulatory and business law. To learn more on DCLA please visit http://dlca.vi.gov/.

On day three, NASCLA partnered with
Iffat Walker, Executive Director of Community Action Now (C.A.N.), in a mission initiative to revitalize the Romeo Malone Community Center. The center offers C.A.N. Academy’s Workforce
Development training for at-risk youth, senior and family engagement training, and outreach programs and activities. The community center had previously been devastated by the 2017
hurricanes and storms. The damages not only delayed the start of these programs, but also the overall progress in Savan. In addition to funding the center’s renovation, NASCLA were
hands on in executing the project as well.
Renovations included cistern repairs, fencing, landscaping, indoor and outdoor painting, electrical work, laying a gravel parking lot, and refurbishing a damaged room. We are
delighted to announce that the center will be back open and fully functioning by January 1, 2020. To learn more visit C.A.N.’s Facebook page @communityactionnoworg or website https://communityactionnow.org/.
This is only the beginning of the inspirational partnership with the Virgin Islands community. In the future, the DCLA is interested in conducting the NASCLA 2-Day Investigator Training
Program in St. Thomas, and possibly St. Croix, along with additional educational trainings.
