Melissa McBride, President
Melissa McBride is the Program Analyst for the Construction Compliance, Contractor Registration, Plumber Certification and Factory Assembled Structures programs with the Washington State Department of Labor and Industries. She began her career in state service in 1998, working as an office assistant with Contractor Registration. She has held several positions involved with contractor regulations. In her current position, she leads the development of strategic and business plans and provides consultation to executive management regarding setting goals and objectives in support of those plans. She develops annual stakeholder and legislative reports and analyzes legislative bills for operational and policy implications and fiscal impacts.
In 2012, Melissa became Lean Facilitator. She specializes in value stream mapping, standardization, waste identification, problem solving and root cause analysis. Melissa organizes, manages, facilitates and implements process improvement efforts in support of the agencies goals and objectives.
Melissa became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2012 serving on the NASCLA Board of Directors. She currently is a member of the NASLCA Executive Committee, Fiscal Policy & Procedures Committee and Model Legislation Committee.
Janet Baumberger, 1st Vice President
Janet Baumberger is the Administrator of the SC Residential Builders Commission (SCRBC). Janet began her career with South Carolina state government in October 2000, working in various capacities with professional and occupational boards at the SC Department of Labor Licensing and Regulation (SCLLR) before being named SCRBC Administrator in 2011. She has solid knowledge of the internal operations, policies and procedures of the Board, SCLLR and the industry and possesses strong analytical and technical skills.
Janet became involved with the National Association of State Contractors Licensing Agencies (NASCLA) in 2011. She serves as a member of the NASCLA Board of Directors, Executive Committee, and Fiscal Policy & Procedures Committee.
Tim Norman, 2nd Vice President
Tim Norman has been the Executive Director and Secretary for the North Carolina Board of Examiners of Electrical Contractors since April 2014. Prior to his current role, Tim started work as a contractor and in 1993 went to work with the Surry County Inspections. In 1998, he then began working for the North Carolina Department of Insurance/Office of State Fire Marshall as a State Electrical Inspector. He was transferred in 2007 to the North Carolina Department of Administration/State Construction Office as a State Electrical Inspector/Engineer where in 2009, he became a Project Monitor before coming to work for the North Carolina Board of Examiners of Electrical Contractors.
Tim holds an Unlimited Electrical Contractors License from the Board which is shelved. He also holds Level III Inspection Certificates in Electrical, Building, Mechanical and Plumbing with the Qualification Board of the North Carolina Department of Insurance/Office of State Fire Marshall.
Tim has served on the NASCLA Board of Directors since 2014. He currently is Co-Chair of the NASCLA Accredited Examination Program Committee and is a member of the Executive Committee, and Fiscal Policy & Procedures Committee.
Keith Warren, Treasurer
Keith Warren is the President of Warren & Co., Inc. – Management Solutions which he founded in September 1997. Keith began his career as an intern with Mike Weeks and Associates in 1991. He later joined the firm on a full-time basis. He also began his licensing board experience in 1991 when he was named Executive Assistant to the Board of Electrical Contractors. Shortly thereafter he was named Administrator of the Board and assumed supervision of the Board’s operations.
Keith serves as the Executive Director for the following: Alabama Board of Electrical Contractors; Alabama State Board of Auctioneers; Alabama Board of Licensure for Professional Geologists, Alabama Massage Therapy Board, Alabama Board of Podiatry, Alabama Drycleaning Environmental Response Trust Fund Board, Board of Dental Examiners of Alabama, Alabama Security Regulatory Board, and the Alabama Athletic Commission. He is responsible for the day-to-day operation of the Boards. Keith also served as the Executive Director of the Alabama Board of Cosmetology appointed by Governor Don Siegelman in 1999/2000.
Keith started his career in politics early on when he was adopted at the age of 5 weeks by Mr. and Mrs. James E. “Jimmy” Warren, who served 32 years in the Alabama House of Representatives. Keith was 5 weeks old when he visited the Alabama State Capitol with his new parents and being presented to Legislative Staff, Members and other State Officials.
Keith is active in numerous civic and professional organizations. He earned lifetime membership in the Nationwide Register’s Who’s Who in Executives and Business in February 1999. He is a member of the Montgomery Area Chamber of Commerce. Keith is also the Past-President of the Alabama Association of Regulatory Boards. He is a member of First United Methodist Church of Montgomery, Alabama and pianist at Dalraida United Methodist Church of Montgomery, Alabama. He is currently a student at Troy University Montgomery.
Keith has served on the NASCLA Board of Directors since 2005. He also is currently Co-Chair of the NASCLA Accredited Examination Program Committee and is a member of the Executive Committee, Fiscal Policy & Procedures Committee and Nomination Committee.
Stephanie Lee, Secretary
Stephanie Sills Lee is the Executive Director of the Mississippi State Board of Contractors. She is the first female to hold the office of executive director for the state agency. Prior to being named as the executive director, Ms. Lee was a Special Assistant Attorney General and spent four years serving as legal counsel for the board. Stephanie received her law degree from Mississippi College School of Law in 2000 and her undergraduate degree from Mississippi College in 1997.
Stephanie has served on the NASCLA Board of Directors since 2015, and is also a member of the NASCLA Executive Committee, Fiscal Policy & Procedures Committee and Model Legislation Committee.
Michael McDuff, Immediate Past President
Michael McDuff was appointed by Governor Jindal in 2008 to serve as the Executive Director of the Louisiana State Licensing Board for Contractors. Since 1985, Michael has worked in various positions with the construction industry in Louisiana. From 1985-1997, he worked with the Associated Builders and Contractors of Louisiana as Director of Membership Development, Governmental Relations, and Executive Director. During these years, Michael represented the construction industry before numerous public agencies, governmental officials, and various committees with the Louisiana Association of Business and Industry.
From 1997-2004, he served as the Director of Business Development with Petrin Corporation in the field of industrial construction doing work in the Southeastern Region of the U.S. From 2004-2008, Michael was the Executive Director of the Baton Rouge Growth Coalition that was comprised of architects, builders, engineers, and real estate developers facing governmental ordinances and regulations while promoting the principles of Smart Growth for the civic community.
Michael McDuff is a member of the Louisiana Forestry Association, the Forest Landowners Association, and has served as Past Chairman for Crosby Land and Resources since 1993.
Michael has served on the NASCLA Board of Directors since 2009. He currently serves as Chair of the NASCLA Nomination Committee also is a member of the Contractors Committee, Executive Committee, and Fiscal Policy & Procedures Committee.
Joseph C. Rogers, Jr., 2nd Immediate Past President
Joe Rogers is the Executive Secretary of the Alabama Licensing Board for General Contractors since 2003. Previous to serving in this position, he was Executive Vice President at Sterling Lumber & Supply Company and Vice President of Thomas Wood Products. While in the forestry industry, he served as State President of the Alabama Forestry Association.
Before working in the lumber industry, Joe worked with Alabama Power Company as a Marketing Engineer in the residential, commercial, and industrial markets.
Joe is a graduate of Auburn University receiving a Bachelor of Science degree in Agricultural Engineering.
He has served on the NASCLA Board of Directors since 2003. Joe also is a member of the NASCLA Accredited Examination Program Committee, Executive Committee, and Fiscal Policy & Procedures Committee.
