2-Hour Session – Protecting the homeowner: How State Contractor Licensing Agencies can look to the criminal justice system for appropriate remedies

Paul will speak on Protecting the homeowner: How State Contractor Licensing Agencies can  look to the criminal justice system for appropriate remedies. During this presentation, Paul will share case studies drawn from his 22 years of prosecuting elder fraud crimes committed by both unlicensed and licensed contractors against older homeowners. He will encourage state licensing agencies to adopt more aggressive methods to hold those contractors accountable who seek to defraud especially the older homeowners in our communities. He will also recommend how to engage county and state prosecutors in these efforts.

Presented by: Paul Greenwood, Retired Deputy District Attorney, San Diego District Attorney's Office

Retired Deputy District Attorney Paul Greenwood was a lawyer in England for 13 years. After relocating to San Diego in 1991 he passed the California Bar and joined the DA's office in 1993. For twenty two years Paul headed up the Elder
Abuse Prosecution Unit at the San Diego DA’s Office. In 1999 California Lawyer magazine named Paul as one of their top 20 lawyers of the year.

He has prosecuted over 750 felony cases of both physical and financial elder abuse including several prosecutions of both licensed and unlicensed contractors for elder fraud.

In March 2018 Paul retired from the San Diego DA’s office to concentrate on sharing lessons learned from his elder abuse prosecutions with a wider audience.
