NASCLA Letter Regarding Accredited Examination Test Centers and COVID-19

Dear NASCLA Members,
As the situation around COVID-19 continues to deepen globally, we wanted to share pertinent information below from our Approved Accredited Examination Provider, PSI Services, LLC who administers the NASCLA Accredited Examination for Commercial General Building Contractors and the NASCLA Accredited Electrical Examination Program for administering state agencies. Per their recent communication, all PSI owned, and operated testing sites will be closed through April 13, 2020. The official notice has been posted to the PSI website as follows:
Owned and Operated Test Center Closures
To do our part to reduce the spread of COVID-19, we have made the difficult decision to close our owned and operated test centers.
As many PSI exams are administered at third party sites around the rest of the world, we also continue to monitor each of these test center locations and adhere to closures based on country and local requirements. These site closures are updated daily by PSI and can be found here: https://www.psionline.com/closures
Effective immediately, candidates can reschedule up to and including the day of testing at no penalty and no documentation required. NOTE: In most cases, candidates can reschedule their examinations on-line and they are encouraged to do so. If a candidate chooses to reschedule through our candidate support call center, hold times are expected to be extensive under the current circumstances. Candidates that are a part of an eligibility program will be provided guidance if a new eligibility is required in order to reschedule and how to obtain it.
PSI is obtaining guidance from our clients on how to support and accommodate candidates who must test within a specified period.
In addition, the Louisiana State Licensing Board for Contractors (LSLBC), administering agency for the NASCLA Accredited Trade Examination for Electrical Contractors, has also temporarily postponed all examinations administered through April 13, 2020. Several NASCLA Members have inquired as to the availability of online proctored remote testing for the NASCLA Accredited Examination Program. In consulting with Brian Moritsch, NASCLA Psychometrician, unfortunately this is not a viable option, primarily due to security concerns. Online examinations are much more prone to candidate cheating and theft of test questions than those examinations administered at a secure test site. Additionally, the commitment to obtain and setup the required candidate monitoring equipment and train the required number of proctors is not feasible given the short duration the licensure testing will be suspended. NASCLA is sympathetic to the concerns of states and potential licensees and will explore the possibility of alternative test administration procedures should the test centers remain closed for a prolong period of time.
